My friends 17yo son died last week driving his Jeep into a tree, speed was a factor. Teens with cool cars and friends show off. Get something not cool like a Honda Accord.
I would add to this to get something she can't drive a huge crowd of friends in, too. The more teenagers in the car, the worse the teen driver drives. That's why some states are phasing in licenses in steps -- first a permit where you need a parent in the car when you drive, then a license but you can't have more than one other teen in the car, and then full driving privileges. (Illinois was the first I heard of this, but I think it's more widespread now.)
