This is not being promiscuous. She is having sex with one boy with whom she is in a relationship. The under 15 part isn’t ideal, but better they are doing it in a safe place than out in the world somewhere that might not be safe. Her parents might be aware of this and think that it’s better/safer to have them at home.

Promiscuous means she has many partners. You mean she’s sexually active, which isn’t uncommon for a teenager. Why do you think her parents are unaware if they’re home and allowing them to be in her bedroom alone? What else could they expect to happen?

It’s not your place to police what happens with other children while their parents are home with them.

That being said, your first priority is to your DD and to not betray her confidence in a situation that does not involve safety (unlike if it were drugs or abuse). And, unfortunately, your DD is watching you to see how you handle it, and will take her cue from you.

So I'm not sure what to do.
