We keep hearing about kids playing on both a travel and rec team or a travel and select team. Where do you find a select team that allows this? Both MSI Classic and SAM Select don’t allow it per their websites but we keep hearing about kids doing this. Are people just omiting the fact their child plays travel or is there a legit way to make this happen?

MSI Classic allows up 3 players dual rostered on their U13 and older teams. It is fairly common to see that at that age. Most EDP and NCSL games are Sunday and most Classic games are Saturday so it is feasible but you will have conflicts. However, you cannot play in MSI rec or SAM rec if you are playing Classic, Select, or Travel. So you could play a lower level MSI Classic team and a travel team, or a lower level MSI Classic team higher level MSi Classic team but not in the same age groups. I don't think SAM Select has any restriction on age groups. I think you can dual roster at younger ages in SAM Select. This is all detailed in the rules for SAM and MSI Classic.
My DD dual rostered at U11 on a U11 rec and U12 rec team in SAM. Next year she dual rostered on U12 EDP team and U13 MSI Classic team. As a U13 she played EDP U14 and NCSL U13. The trick is finding a coach who is flexible about practice and game conflicts. Easier to find in MSI Classic than NCSL or EDP. Advise you be upfront with secondary team that you may miss some games.
