+100 for rain boots, rain coat and old clothes. Go to park and splash in mud. Make it a challenge to see how gross he can get. Come home, take off clothes outside, warm bath.

Museums are great, malls are great, anywhere you can walk around a lot.
Indoor play spaces are also fun, and better at this time of year when it's not 100% certain you'll get a gross cold virus (maybe only 50%).
This is also the time to have a rotation of indoor things to do that are "new" or outside of your routine. Cooking/baking, a random craft you found, etc.
But yes, go outside in rain boots. This is the best when it's warm and rainy! And it's why we all buy rain boots for our kids.

OP is in DC. Doubt she wants to drive for an hour to hang out in a friction mall.
When you're desperate to get out of the house... a mall is a good idea for something different. Why not!?

We went to the play areas at Tysons (near the food court) and Montgomery Mall (outside Sears) on rainy days when DC were that age.

DS3 and I went out last week when it wasn't a downpour and we both got sopping wet jumping in the puddles. It was a lot of fun!

Puddle jumping is always a hit in the rain!
Make an obstacle course in your living room with couch cushions to climb over and dining room chairs to scoot under and stuff from your playroom like a tunnel if you have one.

DH and I struggled to come up with things to do with DS last week when it was raining. He is VERY active and we need to let him blow off steam somewhere when we can’t go to the playground. What are your favorite rainy day activities/places to visit? We live in DC.
