I’m not the PP but that is indeed true, but I can only say this for U11. I don’t know if it will change when they move to U12 this coming Fall season.

Generally White has been the higher team across age groups.

In Current U12 NCSL, girls, The white team is in Division 1. The green team a lower division. Ergo, White team higher.

Currently in U11 ncsl, MSC only has 1 team, white. There is no green team - maybe green plays in a different league? Green is higher.

Green will play a tougher schedule in NCSL against other "A" teams. White will play against "B" teams. Green will also compete in higher divisions in tournaments.
