OP, your analogy doesn’t work because this is a much smaller office. Don’t worry. Either way, it will get to the right pile.

Mail two copies to each address and get delivery recipients for both mailings

Would you add the "Instructional Services Department" or leave it out? I just don't want our appeal in the wrong pile. Why can't FCPS be consistent on their own stuff. To me it's the equivalent of sending something to the DOJ in the civil rights office vs DOJ civil appellate division civil rights office. Which one is best if you're trying to reach the civil rights office at the DOJ?
