We left because the teachers and principal at that time didn’t seem up to the task of helping ALL children enrolled there, and it seemed the ones who could learn on their own were the only ones who succeeded. There were behavior issues abound, and little to no learning going on because of it. But worse, no one seemed to care. We left for private.
What grade? Controlling a class of second graders is far more difficult than 4th graders.

No, it's number of waitlist offers made -- I don't think the number is related to the number of people who received calls, it's how many waitlist slots were ultimately offered. So, it's entirely possible that for 4 slots, they might move through, e.g., 10 spots on the waitlist.
