The same people who think it's okay to block three lanes of traffic on Connecticut Avenue to make their left turn.

This was going to be my answer, although plenty of Americans do it too. Very annoying. Last place we stayed had a big sign saying not to do it, and on check in they actually told us if there are clean towels on the chairs we should feel free to use both the chair and the towels (I think sometimes they distribute towels that way).

Move their stuff and then play dumb.

Yep! In the meantime, while their towel is sitting there (I should say towels, because they get a chair for everyone on their room), people could have used the chair and then left it empty again.

So instead of multi-use, their towel gets higher priority of chair time than I do.

Would love for Resorts to do something about it. Love the ski areas that have places for "stuff" and tell you to absolutely not leave it on a table while you are out on the slopes. It really seems to work.

I’m from Western NY and I’d have to agree with you, except to say they are probably from the NYC area or Long Island.
I’d also throw New Jersey onto the list as well.

The last beach I went to had chairs that had to be rented.

We vacationed in Aruba one year and while I absolutely love Aruba I would never return to that resort. It was awful.

I don’t know who they are, but I think “Lounge Chair Claimers” might make a great name for a band.

They wake up at the crack of dawn, hustle down to the pool or beach to drop towels and a book on prime loungers and then disappear until sometime after lunch. When they do finally show up they don’t stay for long and don’t really seem to enjoy themselves. Who are these pushy little people and how can they get that worked up whilst on vacation?
