PP here. I checked, and it's not.
I think it has to do with the fact that a few years ago they had to bump two grades (kids who are now in second and first grades) up to three classes instead of two classes per grade. (It’s a long story as to why.) But the current first grade (55 kids?) is slightly smaller than the current second grade (58?). plus I know the current second grade has picked up at least 3-5 new kids just in recent months. But even if all 55 first graders moved up — and there was no attrition— accepting 12 more means each of the three class is around 22-23 kids. Which is what our current second grade class there is now anyway. I promise you it’s not because of some mass abandonment of kids after first grade.

My kids go to ITS and I haven't seen anyone who stayed in DC leave ITS and go to another school. I do know a few families who left the DC area entirely. Like another poster noted, probably partly due to larger class size, and the rest, mainly families that left the region. I don't know anyone who moved to another DC school or moved to the suburbs in the lower school.
Then you don’t know many people since I can name off three. Listen no school will be perfect for everyone. Chill out.

MV offered 42 in K! It was a good year to be a Kindergartener in EOTP
MV offered 44 in K last year too. They like expanding at that point.

How can an early action school have no seats for pre k 4?
It just means they didn't expect to have any seats left over after their PK3 class moves up and any new IB guaranteed students for PK4 are accommodated.

Likely guaranteed entry into K at desirable schools (not necessarily all WOTP) plus class sizes might increase from PK to K, so even with all PK4 students re-enrolling there would be a few spots per class open in K
