the vagrants have become entrenched on and around state street. certain sections smell of urine. lots of store vacancies. upscale stores such as saks pulled out and were replaced with off 5th, marshalls, h&m etc. you would have never seen a discount store uptown 10 or 15 years ago. strangely there’s been a switch - lower state street which used to be a no-go zone has been redeveloped and is quite nice and hip now.


I wondered what caused the changes? Santa Barbara is very high end.
