Most I saw was in Alaska, near Juneau, in July. But I do think it's very hit or miss because you can't always predict when they'll be coming through.

The two best whale watching trips I've been on were Provincetown and Monterey, CA.

Provincetown. I've gone the last 2 years in July and saw lots of humpbacks. Last year there was a very playful calf that was constantly breaching.

I went out of Monterey, CA in August. The whole boat was surrounded w/ whales on both sides.

Remember that time of year matters as much as location. The best place in December is not the best place in May.
