Why is West Virginia in the younger age brackets with teams 2 hours away?? They should have to be the away team all of the time.

They're not supposed to, and in some years, it's as much "Maryland or close to Maryland" and "Virginia" as it is anything else. WITHIN each division, they'll usually play one club's A team vs. another club's A team, B vs. B, C vs. C.
But every now and then, you can detect a pattern. Sometimes, you'll see some one-team clubs (which can be really good or really bad or anywhere in between, and you can't project from their upper age groups) along with some C-teams from bigger clubs.

Can anyone explain the NCSL division structure at the u10 and 11 ages, how are teams placed and do the letters mean anything?

Useful info, but I wouldn't hold my breath on the 17th. Division structure was listed on their website for a date that was about a week before it actually happened.
I actually saw the division structure before the promised date.
