Why does he need to contact you directly? Counselors and/or administrative staff can call you. That's how it's been for decades, and it's been fine.
with that logic, i guess teenagers don't need phones either lol or anyone for that matter. just ask your boss at work to call home.

Its a boy. I would never leave him home alone nor does he want to stay along. We are traveling and together during the day. We keep a home phone but if child was alone at all, I would absolutely give them a phone. For the little cost, it gives me peace of mind. The phone isn't the issue. Its how they use the phone that is.
then get him a basic phone, not a smartphone

If there aren't any phones at the camp or you would like more consistent contact (ie, texts), I can understand that.

just curious. im 17, got my first phone right before 6th grade when i turned 11. a little prepaid joint.

when i turned 12 got a smartphone then my first iphone at 13.

im assuming kids are getting phones at 9 or 10 now due to how much technology is needed.
