They gave returning families a long time last year - into the summer.

I went last year - they're not pulling out or calling names one by one - they use a website (I think random.org) to spit the names out in random order, which gets projected on a screen in their multipurpose room. It's hard enough to read the screen being there in person, so I don't see making any sense to live stream. I think open the lottery to the public to show their transparency for anyone who might be skeptical it is not done fairly.
