Have you ever been to Sweden? My husband lived there until he was 22. Racism is alive and well, as are violence and immigration issues, but you would never know because the media is regulated by the government so it all looks like rainbows and butterflies.

University of California was sued over this. Now they are not allowed to consider race in their admissions. Note the racial breakdown of Berkley these days.

Race is a social construct so out groups are defined differently in different countries. In China, there are strict limits and mandatory token slots for non-Han ethnic minorities. Plus, there are large set-asides for Beijing residents for Peking and Tsinghua and Shanghai residents to JiaoTong and Fudan. In India, there are quotas for university admissions and public sector jobs for adivasi (scheduled tribes), Dalits (scheduled castes), and "other backward classes." Malaysia's constitution enshrines Malay supremacy and there are hard limits on ethnic Indian and Chinese in jobs and education.

Any of those have great universities, focused on academic excellence not race, and very affordable even for international students. And with degree in English.
