You are assuming that she wants Ellington kept quiet because it exposed corruption or incompetence.
It is possible she wants Ellington kept quiet because she doesn't want the trouble that will come from booting all the kids out of Ellington who don't belong there and most likely if they go down that path they will also have to look at the large number of kids illegally enrolled and Wilson/Deal and a slew of charter schools too.
No one I know can I explain it but Ward 9 residents have a lot of power in DC and Mayors are unwilling to stand up to them. The entire 25 years I've lived in DC most people in downtown neighborhoods have been flabbergasted that DC won't stand up to all of the illegal church parking on Sundays that makes residents prisoners in their own neighborhoods.
Same thing with the repeated killing of proposal for bike lanes around downtown churches.
Almost none of these folks live in DC so there should be no political price for standing up to them.
Yet they have oversized power.
I've never believed DC Officials were unaware of the large numbers of MD kids enrolled in DCPS - I've just never understood why they didn't seem to care. I think Bowser would prefer to not have to explain why she doesn't care and not have to antagonize those parents by sending them back to schools in their own neighborhoods.
