In this area the great schools number is purely a function of how many FARM or ESOL kids happen to be zoned for the school. A school with a SN center located within the school could lower the score as well. Brookfield is 50% FARMs -there are some inexpensive apartment buildings in its boundary so the 4 makes sense.
DP with a very similar experience. Neighborhood school is a 5 and we didn't send our kid to the AAP center because we're happy where we are. I do have one friend whose kids go to Brookfield; she's a former FCPS teacher and is very happy with the school.
