The state's website can be confusing. It's much easier to follow the state legislature (by rep, by topic, etc) on Richmond Sunlight.

You’re quoting, I think, a catchy tune about the federal legislative process. Here, however, we are discussing a matter that is in the state legislature.
Yeah thsts my quote from schoolhouse Rock, about how a bill becomes a law in congress.

Well, now I'm stuck in committee

Blah,blah,blah. Agree with PP. This is just a stunt so some rep can go back to their district and say they are fighting the good fight.
Albo introduces a bill to limit out of state students at all colleges almost every year. There's no way to pay for it, so it fails in committee every single year.
I would love to know how much it costs in staff time to get these bills through the process every single year. What a waste of time and money.

Sounds great to me but it's just a bill being introduced. Thousands of bills are introduced every year that go nowhere. Every year Delegates introduce bills like this so they can go home and brag to their home district, "Look what I introduced" but the bill dies in committee. Every year NoVA delegates introduce bills giving more seats at UVA to FCPS or NoVA but they go nowhere.

The bill also requires, for the next four academic years, the percentage of non-Virginia students enrolled at each public institution of higher education to be capped at the percentage of such students enrolled for the first academic term of the 2017-2018 academic year and does not prohibit an increase in the tuition or room and board charged to such students during such four-year period.
