NP here. I've given that advice, about not taking the dashboard as the final word, in the past myself. It was true a few years ago when we transferred DC from our assigned base HS to another HS as an academic transfer. But DC's school let parents know last week that they were closed to transfers and they haven't told parents directly like that before, so it sounds like they're telegraphing that things are so tight they're really no longer able to fit in any transfers at all as in the past. OP, I do still think you should talk to Madison directly but I suspect they'll say that your younger child is still too far from HS for them to say what the situation will be then.
