"You DO have hips!"=compliment
"You DO have wide hips!"=not a compliment, usually

He was complimenting you.

Guy here: it was intended as a compliment, don't overthink it.

Most likely he was trying to call attention to the fact that your hips are discernibly wider than your waist. Meaning, you're not fat. He likes this.
