This is being discussed in the private school thread. Each state department of education gets to nominate students. Jenny Niles the head of ours in DC and was deeply involved with E.L. Haynes. I believe, that ff a student is nominated, they don't have to meet the test criteria.

The 2018 list of Presidential Scholar candidates is out. Among schools with DC students, EL Haynes tops the list with 8 candidates.
