It was a pop up. I've been to some of these. Different vendors bring their goods and sell them for "donations". They are all over town.

There's a Jimmy John's at 14th and L. When I was in college, there was a dealer who worked at Jimmy John's as a delivery guy. If you ordered an ounce, he'd throw in a sandwich for free.
