7:28. Found several. One is Kiss brand available via BBBeyond online. Two others on EBay exactly like what I had, search mini cuticle drill set.

OP, I forgot all about these drill things. I'm in VA and remember these were standard in the early days of ubiquitous mani salons, the mid 1990s. I'll bet they're disallowed now. In PA, no cutting cuticles. All determined by cosmetology board in ea state.

17:17 - you can get one to do it at home too. I was scared of them when I first saw them, but they are really easy to use. You want controllable speed.

It's not standard, but if you can find one where they speak decent English, any of them should be able to do that for you. Just tell them you want them to file the nail like they're getting ready to do dip nails/Nexgen (whatever they call it there), using the drill with the light grit sandpaper on low speed.
It doesn't damage your nails significantly if they do it once a month or less. I had Nexgen nails for 2 years and know what you're talking about -- it really gets the nailbed smoother compared to just pushing and trimming the cuticles, and you're actually much less likely to get cut (and therefore infected) from that than when they use the pointy clippers.

Wouldn’t using a dremel tool be less sanitary than the typical tools because it would be hard to clean properly?

Hi,
I was on a work trip to the midwest and got a manicure at a nail salon where she used a dremel-rolling-bit-drill (I don't know how to explain it!) to shave off the part of my cuticles that grows upward onto the nail surface. I was skeptical at first-- had never had that before--but I've always thought merely pushing them back with a wooden stick never really did the trick. My nails look great-- the mani lasted a long time.
So-- my question for you all: do you know of a nail salon around here that does this?
