I lived in LA, live in DC now and traffic is worse in DC. DC starts working / commuting at 5 AM and ends at 8 PM. It's non-stop working and therefore traffic. When I was in LA very few people would start work at 6 AM.
LA has better roads too - there are only a few bridges over Potomac.
I've lived in LA, too. As horrible as LA is, it has lots of freeways, which means there are different ways to get to your destination. They do need to build more bridges to cross the Potomac. DC area has exploded, and the infrastructure just hasn't kept up, but that's like SF, too, and I lived there as well.
