I disagree. Children can absolutely be outside if they are dressed properly. Are you suggesting that babies and toddlers in northern states and cold parts of the world shouldn't leave the house for months out of the year?
There is plenty of baby clothing made for this weather. My child's bunting bag is sufficient for temps as low as negative four degrees.
