. Dog rescuer here. People are capable of an unbelievable degree of idiocy and callousness when it comes to pets. I’ve seen two news stories in the past week about dogs freezing to death. Op, call animal control.

People are, but animals cannot advocate for themselves. It's Animal Control/Services job to advocate for the animals, so why not inform them and let them do their job?

There have been multiple alerts on the news this past week to bring in your animals. It was either ABC7 or NBC4 that had someone from the Human Society giving cold weather tips for dogs and the person said that no short hair dog should be outside in these temps without a sweater, but preferably a coat. And even with a sweater/coat, on days like today, their time outside should be limited to 15 minutes.

My husky lives for this kind of weather, but even on days like today with this wind, he taps the door to come in after about 15 minutes.

OP here. I am MYOB type of person by nature. I hate getting into someone else's business but seeing this dog freezing outside really makes me sad. They do bring him inside time to time but, most days, the dog is outside. It's a med sized mutt and def not a husky. No shelter outside as far as I can tell.

Depends entirely on what kind of dog.

A Husky or similar dog would be totally content living full time outside in temperatures that would literally kill a Chihuahua in less than an hour.

It depends on the dog whether it's abuse or not.

What kind of dog? If it's a husky, they are bred for very cold temps and prefer the cold. I have one who is also part wolf, and he hates to be inside during the winter, so we have a special house for him in the garage with lighting, where he's blocked from the wind, but he can go out and run. When it snows, he runs out and curls up in it. I wouldn't put a dog outside if he wasn't bred for cold weather, though. Their coats aren't thick enough to keep them warm. We tried keeping ours inside and he went crazy trying to get outside, so he's much happier now. He'd probably rather be in Alaska.

^^ yes it is if conditions outside are extreme - so very hot days over 90 degrees and very cold, snowy ones under 30 degrees.

It’s not illegal to keep a dog outside per se. If there is appropriate shelter, food, water, etc. there is nothing animal control can do.
