My dog passed away, but before that, in bitter weather, I'd exercise her indoors. She liked fetch or tug of war with a shearling toy. I'd lazily sit at the top of the carpeted steps and throw the toy down. She'd race to pick it up and bring it back. We'd do that 40-50 times, plus tug of war in between. It was at least 30 minutes of exercise, and maybe more. Not as good as daily walks, but better than nothing. Maybe you can do something similar?
