They look for stellar candidates to create a balanced class, period. Tough year because more top schools are admitting in the single digits every admissions season. I work in admissions.
Many colleges also have initiatives underway to significantly improve percentages of URMs, Dreamers, etc. this year. This leads to looking more closely at public schools, especially in more urban areas.
