Here is a pretty good recent discussion on Oxford from College Confidential. As for prestige, any student at Oxford graduates from Emory University. Since you can now apply to both the main campus and the Oxford campus at the same time using the same application, the student bodies look remarkably similar -- and they all end up with the exact same degree.

I am asking for a friend from a different country. Not having the Greek system won't be a hardship for her child.

Oxford is tiny: less than a thousand students. It's a great start for someone who is okay with transferring from a tiny liberal arts college to a larger research university. Note that Oxford does not have fraternities or sororities, so if your child is looking for that experience, they should start at the main campus.
