If you are mainly looking for relaxation, I vote for the nicest resort with the best price. Caveat, my family didn't spend much time in the ocean. They spent more time in the pool so while some people may complain that the DR ocean wasn't as nice, crystal blue that didn't bother us.
I would say educational like the ruins vs. water sports, etc
Then definitely do Mexico - Tulum/Riviera Maya/Cancun.
