Why not at least charge them with moving violations? Traffic court has no jury, and I'm sure a judge would find them guilty.

Seriously, why does this not occur to people? I really don't want to get hit by a kid on a dirt bike trying to get away from a police officer. Do you? The satisfaction of knowing that some kids were caught would not make up for losing a family member or being permanently paralyzed by or even a broken leg from a kid running into me.
