"We've been dealing with the gentleman - since early August, working very closely with the Lt., ANC Commissioners, DC Councilwoman Mary Cheh and the most senior level of the DC Department of Parks and Recreations (DPR).
I had a long conversation with XXXX on Saturday when he showed up during our Halloween event. He respectfully turned off the music when asked. A couple of our members even spoke in lengthen with his parents and uncle about this ongoing issue we continue to receive complaints about (mostly from neighbors, as you noted).
We even had "park closed after dark" signs put up by DPR a couple weeks ago to allow better enforcement too.
XXXX told me that if people ask him to turn down his music that he will do so. However, at the end of the day, if his music is too loud you may want to call the police if not comfortable approaching him. He was very nice and cooperative with me but I have heard mixed reviews from others who claim he was argumentative. I have never personally seen that side of him and a couple people who know him told me positive things about him.
The police are all very familiar with this situation and have increased their rounds.

PP, do you know who is the relevant ANC commissioner for Livingston playground? He’s back, playing his music obnoxiously loud and not turning it down on request
