I have curtains on my window that let in light but you can't see people through them.

I’m like OP, I prefer them shut. Not only because I’m a private person and know all my neighbors but 1) my house is older and drafty and especially in winter, it helps keep the temperature regulated and 2) I work in law enforcement and I don’t want anyone to be able to see—especially at night when things are lit up—that I have a nice TV, other nice electronics, and things that might indicate I have nice things they CAN’T see.

OP here. I constantly close the curtains and she opens them again. There is little doubt she walks from the shower to bed and although I don't think she's "dancing" in the window, I'm sure the neighbors have seen plenty. I'm not trying to live like a vampire, I open the curtains after changing during the day, but once it's dark out, what's the point of having curtains open?
She is a bit of an exhibitionist, but no more than lot's of people.

My Korean friend used to walk around nude, with her hair up. Her DH "joked" she looked like a "sumo wrestler". She told me she stopped.

I use to come home from the gym, 6am, take a shower and run around my house nude, getting ready for work (no kids home, DH sleeping)until one day when I saw my male neighbor walking his dog across the street looking at my house- as I looked through the fan-shaped glass at the top of my door. I had no idea until that moment he could see in, when outside was dark & inside lights were on. I bought a fluffy ribbon type wreath from Walmart & covered the glass. So if you discussed it & she has no interest to close the curtains, pull the shades, etc. she either likes being exposed, is trying to attract someone over there, or trying to piss you off. I would ask her WHY when she knows it upsets you. Then I would let it go. If it doesn't bother her, you have to be indifferent. Fight over more important issues

TO me the issue here is the OP has asked for the blinds to be shut, for his privacy, and she is rejecting that request.

I don't close the curtain unless it's to undress. Does she stand naked in front of the window? That would definitely bother me.

Is it on the first floor?

I live on the first floor and always close the blinds when I turn my lights on but I hate people looking in from the street to see what we are doing.

We live in an apartment with another building that looks directly in. The subject is brought up over and over and she doesn't seem to care.
I wouldn't say (but she would) that I'm a prude or even close, but come on. I wonder how many times we are out to dinner and someone thinks "where have I seen her before".
