They have a director of operations, director of teaching and learning (principal) director of enrollment director of special education and a rubber stamp board....along with the ED (head of school)

Very common. Every Chief of Staff position is helping to manage someone else's workflow and priorities. This is an odd thing to take issue with?
Agreed, but this is a very expansive job description, more equivalent to a deputy director role. That is an unusual role to have in a school with only 200 kids- not enough scale to justify another leadership level role.
