After shower (or the pool). So much easier when they're wet and soft.

Fingernails - always dry to minimize peeling or splitting. After filing, I make sure not to get them wet for 30-60min. Only file in one direction. They are long and people compliment them and are surprised they're not fake. I also file the instant they get a small nick or chip to prevent breaking.
Toenails - whenever
Kids nails - when I notice they look bad and usually dry (agree with pp that bathtime is too busy).

Mine are pretty hard, so it's much easier to do after the shower. Particularly my toe nails. Also less likely to get a sharp snaggle nail if done after a shower.
My kids nails are pretty soft still, so we cut those whenever we see the opening.

I prefer to do it when they are wet and clean.
But if I break or chip one, I cut them all right then. I keep my nails short and hate having / seeing nails of multiple lengths on people.

Sunday’s after my shower. I grew up on a farm and Sunday after our chores we had our only free time of the week. I always took long showers, spent time drying my hair, doing my nails, etc for the week ahead.

Right now, dry.
My reason: with young children, almost nothing is done in any kind of purposeful process these days. After bath just usually isn’t a good time because I also assist with pajamas, teeth, detangling hair, story time, etc.. I get their nails (and mine) when I get them, which is usually a random moment over the weekend. And often in the bathroom.

Does this boil down to how you were raised, and have always done it? In our family, we were taught to clip our nails right out of the shower - makes them softer and easier to manage (and also means it's done in private). 38 years later, I know no other way. It baffles me when people do this dry, and gives me a nails on a chalkboard feeling!
