DP. Someone in the Obama administration submitted the application. Obama had to be briefed and concurred. It was essentially a back door to wiretap Trump.

I have neither the time nor the inclination action to explain the FISA court to you. Suffice it to say It consists of a rotating panel of federal judges. One of them signed the order. Their orders are almost always sealed.
