I knew of a situation like this. Turns out, the guy was going on dates on the off weekend. He told my friend he had the kids every weekend, but it was every other weekend.

If he reserved the weekends for working a second job to support his kids because he had full custody and mom was deadbeat, yes.

If the county reserved his weekends for jail because he was on work release due to being $13k in arrears, no!
