That is interesting about the notification. I taught in a different school system. Sept 30 is likely the date at which they make the decision as to whether to cut a slot in a school or add one. One year, we were cut a teacher because our enrollment was too low. Lost a great teacher to another school that was overenrolled. And, we each received a group of kids from her class. It was awful. She had a tough class and had been doing a super job with them--and then in October her class was split and our class sizes jumped.

If I am interpreting the policy correctly, I'm thinking that until September 30, they are expected to add a teacher--after that, they add an aide. But, they can probably execute however they please.
