Yes - measure his waist and buy men's shorts. Old Navy boys sizing goes up to a 29 inch waist, but they might be cut differently than men's shorts with the same waist size.
You'll find a variety of inseams at any store. My teen DS usually gets his shorts at American Eagle.

My young teen is big for his age. He currently wears size 18 old navy shorts but he was complaining that it was tight in the crotch. I tried the husky size, but he's not overweight so they looked oddly puffy like clown pants.
Forgive my ignorance on this, but do I start to buy men's sizes? Also can anyone recommend a brand that isn't a husky fit but is more roomier? He wears shorts about 3/4 of the year so we'll get plenty of use out of them. TIA.
