Its not ok at all. My husband's kids did that non-sense and he stoped the money. His ex was pissed (I'm assuming she kept most of it and told the kids he wasn't sending any which is why they stopped talking to him).
According to you, he WASN'T sending any money.
He was paying child support that should have been terminated years ago. He was not going to pay child support and anything they demanded. It should come out of child support or child support stopped and he help them directly. Mom turned the kids against him. Let her pay.
