My son wears keeps sandals (covered toe) and most years that has been fine with pe. For some reason this past year, it was not. My guess is that it is just easier to say no sandals.
But shorts definetly. My sons school gets pretty hot, especially the cafeteria. Some kids wear shorts year round.

They don't change into gym clothes for PE until middle school.
Shorts are fine but a PP is right -- sandals will be an issue on the playground, where mulch, gravel etc. will get into them and poke your DC's feet. Closed shoes really are preferable (even though you'll see kids in sandals and even flip-flops at school).

my daughter wears sneakers most of the time due t the mulch on the playground. ALso then she doesn't have to think in the morning if she has PE or not.

In our FCPS elementary school, shorts and skirts need to be at least fingertip length and spaghetti strap tops are not allowed.

They just wear regular clothes. The first week of PE will all be about following the rules. So, even if your kid wears sandals the first week, she/he will be told not to wear them for PE and it won't really matter. But, the playground surface is an issue -- getting mulch in the sandals. Most kids wear sneakers and socks all the time.

Our kindergartner had PE four days a week. Our family rule is no sandals at school, just to make things simple.
When I grew up, shorts were not allowed, but even at the elementary school I went to, that rule changed decades ago.

Shorts a no-no?? Eeks! They are definitely allowed at FCPS elementary schools. The student handbook does have the dress code, but I don't know if that's online or not.
Sandals are ok, but they do ask on PE days that they wear proper athletic shoes. Your daughter might not want to wear sandals on a daily basis anyway, depending on how the playground is done. Ours is mulched and my kids only wear running shoes; even then, the mulch gets into their socks.
