In this case, I don't think it was negotiating. The original charge was an error and the government actually corrected it (shocking).

Technically, the charge is negotiable if the person chooses to go to court and state their case. The judge does have the power to change the amount on the ticket, but the odds are not in the favor of the person with the ticket.

How do you know that you got a ticket if you didn't receive it yet?

Even if you were way over the speed limit you have no idea if the camera got a clear shot of your car and if there were other cars in the photo they often can't use those because they can't be certain which car was speeding.

Fortunately for OP, speed tickets in MD are only $40.

The ticket goes where the car is registered so the rental company will get and pay the ticket and then send you a bill for the ticket amount and a hefty administrative fee as well.
