From personal experience, I'd say save your money on Dr. Black and go through your insurance through KKI or Children's for a neuropsych evaluation. He may not academically qualify for an IEP, but you need to re-ask for an IEP based on lack of social skills--these impact "accessing the curriculum."
What would be a worthwhile investment is the social skills group at Ivymount.
