That's not a particularly accurate link. Virginia has very stiff penalties for reckless driving (usually anything >20 miles above the speed limit will get you a reckless ticket here). A better indicator is the number of fatalities related to auto accidents and DWI arrests. Compared to Maryland and DC, auto insurance in Virginia is relatively inexpensive if you don't have a terrible driving record or bad credit. I'd look at studies that use data from the NHTSA to get a good idea of which states have the really bad drivers (example: http://www.carinsurancecomparison.com/which-states-have-the-worst-drivers/).

My experience is pretty much the opposite. Maryland drivers are slow. They'll cut in front of you and continue to be slow. They seem to be unaware that there are other cars on the road, but since they all drive slow, it generally works out for them.
That's the first and only time I've ever heard Maryland drivers called "slow", lol.
And like I said, I've driven all over the country, for my job. So I think my awareness of state-to-state differences is fairly comprehensive

I moved here from NY 7 years ago. The most annoying thing about the drivers here? If you are making a left hand turn, move to the left to allow people to go around you!!!

Uh, that doesn't make sense. Since most of the population lives in the high population density areas, most drivers are used to it.

Ranked 3rd worst in the entire country.
Every time I drive there, I feel like I'm going to have my head blown off by an enraged redneck simply for driving the speed limit, which seems to be verboten in the state.
But do these slow drivers thoughtfully stay in the right lanes, allowing traffic to flow normally and the left lane to function as passing lane?
Hell no! And if you try to pass them, they WILL go into a state of road rage haze in which they tailgate or try to slow your progress for the next several miles.
No wonder they have such a bad ranking.
