It's very common in Fairfax county. There is no accountability for administrators that I can tell. They have the job for life, no matter how bad they suck at it.
I have worked in an Elementary School in FCPS where an administrator was removed. I will say, teachers move for a variety of reasons, but a great administrator makes ALL the difference.
If the teachers say the administrator is great...watch out...she/he may be covering their incompetence instead of firing them.
