Using the regular EZ Pass on the HOT lanes south of Edsall Road is fine. You'll pay the posted toll and roll on.
The "souped up" one gives you the option to flip to HOV-mode if you have 3+ people in the car to ride toll-free. If you don't have 3+ people in the car, you pay the tolls as normal. Your line about it being rescinded for inactivity isn't true.
Lastly, move inside the Beltway...commuting like that is not worth it.
