I was a military kid who moved every couple of years, and was always placed in whatever form of gifted program was available, if one was available.
Always take advantage of the programs when you can, and then, if there's nothing in your next school, help find your child supplementary enrichment activities and resources.
Look at it this way. You wouldn't keep your child from a chance at two years of high-quality food just because she might have to get used to living on scraps the next year. The periods of better quality will strengthen her, even though living on scraps will never be easy or ideal.
