You have a source? 1993 was after the trauma center opened at UMd, and IIRC the murder rate fell when it opened, because what had been homicides became aggravated assaults instead. I am thinking it was higher back in the early 1980s - but I can't seem to find data from that far back.

MY aunt used to be a Baltimore City cop. She was the first woman on homicide. She talked about how they would abuse people all the time. She thought it was funny. Baltimore police have been killing people for years. No one cared.

Sad. I just started rewatching The Wire, coincidentally.

President Trump could step in and put "General" Sessions in charge in Baltimore.

If that's an accurate description of what the police are doing and why, then they should all be fired. Bring in the state police or the feds.

Where's all this magical manpower going to come from? State agencies like the state police are stretched thin as it is, recruitment is tough now in this new anti-police environment.

The bigger problem is all rhe prosecutors and police that have retired since them, both are woefully understaffed.

Letting a man in your custody die is not good policing.
