It didn't make the ranking. Only the 7 schools listed in first post did -- the rest were just low.
Also I think Eastern is recently reconsituted / reopened and the IB program there is still finding it's legs. It'll still be 1-2 years before it even has any data to qualify, but Jay must have seen something he liked given the recent bit of praise.
The Jay Mathews / WaPo system goes by one year old data. US News uses 2 year old data.
Mathews said Eastern hadn't improved enough to make his 'most challenging' high school list, but he thought the recent IB scores were remarkable / promising.

SWW and Wilson do not have overwhelmingly AA populations.
It will be at least 6 years before Ron Brown High School could be eligible for this ranking, given the lag in reporting AP/IB scores.
