Reseach obviously. Start by considering each state's flagship university.

How bad are the grades? Wyoming, NDSU and SDSU might be possibilities if they're not so great.

Don't know how hard it is to get into from OOS but San Jose State (SJSU) is supposed to be great for CS. 53% admit rate

Last year, UW-Madison and UW-Seattle admitted 49 and 45% respectively.

Any flagship or "second flagship" (Michigan state, Texas A and M, VT, Clemson, Auburn etc.) will have a plethora of opportunities regardless of selectivity. Find the ones that are a match for your kid's stats (literally - make a list of states and their flagship(s), look up 25/75th and average GPA, and determine if he could get in) and you should be good to go.

It used to be that the top state schools had high accept rates. However, the faculty were excellent, and a motived student could still get a great education there. Such a school would be a great places for a kid who has recently got their act together, and is getting much better grades (second half of junior year) than they did earlier.

Are there schools like that still around today?
